The number 118 connects to the Japan Coast Guard. If a pleasure boat or other vessel capsizes at sea, or if a person drowns or is swept out to sea, call 118. If you are not sure whether to call 118 or 119, such as in the case of an accident on a beach, call either number immediately. (The Coast Guard and the Fire Department work in close cooperation, so both will be notified regardless of which number you call.)
